Our leadership team embodies those values, using them to guide decision making and to lead IMRF to provide the highest quality retirement services to our members, their beneficiaries, and employers.

Brian Collins, Executive Director

Brian is responsible for the overall management of the Fund, reporting directly to the full Board of Trustees. Brian is responsible for the leadership of the administration of the organization in achieving our short-term and long-term goals.

Cara Bannon, Director of Human Resources

Cara is responsible for leading the Human Resources Department to develop and deploy effective: employment practices, compensation and benefits plans, recruitment and retention initiatives, leadership and organizational development programs, succession development and workforce planning processes, and performance management systems. In addition, Cara oversees IMRF internal and external communications.

Vladimir Shuliga, General Counsel/Compliance Officer

Vladimir provides general legal guidance to IMRF staff and the Board of Trustees and monitors both staff and Board compliance with applicable laws. Vladimir and his staff provide legal services to IMRF including litigation and oversight and monitoring of Federal and State legislation. Procurement, FOIA, and the Security function also reside in the Legal/Legislative Department. 

Angela Miller-May, Chief Investment Officer

Angela is responsible for the IMRF investment program. The Chief Investment Officer provides recommendations to the IMRF Investment Committee and oversees the asset allocation policy, portfolio construction, portfolio rebalancing, the investment manager due diligence and selection process, and monitors investment manager performance across all asset classes. She gives guidance and direction to a staff of investment professionals with respect to the portfolio monitoring and management responsibilities.

Mark Nannini, Chief Financial Officer

Mark directs and manages the Finance Department with responsibilities for monthly and annual financial information and reporting for the employers and the IMRF organization. Other responsibilities include the management of the Control, Treasury, Employer Wage Reporting and Employer Relations units.

Dawn Seputis, Customer Service Director

Dawn provides leadership for the Benefits, Disability, Member Services, Field Services and Office Services departments. She is responsible for leading the development, continuous improvement and delivery of world-class service outcomes for our members, annuitants, and employers.

Keyla Vivas, Chief Information Services Officer

Keyla directs and manages the activities of the Information Services Enterprise Business Solutions and the Information Services Technology Infrastructure departments. She oversees activities such as mainframe maintenance and support, pension administration and web services solutions’ development and maintenance, computer operations, desktop support, digital imaging, and telecommunications. Keyla is also the sponsor of the Horizon Project, which is a multi-year, enterprise-wide technology replacement project, and a key strategic opportunity for IMRF.
