The procedures for approval of vouchers, as set out in Resolution No. 75 of December 19, 1941, be modified to permit that, in the event that the office of President is vacated or the President is unable reasonably to approve and countersign vouchers for disbursements, the Vice President shall be authorized and directed to approve such vouchers in lieu of approval by the President.
