WHEREAS, under the provisions of Modification 59 to the State Social Security Agreement, participating employees who were in an employment relationship on December 31, 1957 and whose earnings were a matter of record were entitled to Social Security coverage for the retroactive period, 1956 and 1957,

NOW THEREFORE be it resolved that Social Security coverage be recognized to apply to 1956 and 1957 earnings which were not a matter of record as follows:

  1. To employees who were hired after January 1, 1956 and were subject to the one year waiting period before becoming eligible for participation whose earnings were therefore omitted from participation until the repeal of HB 863 in July 1957.
  2. To elected officials in positions requiring the performance of at least 600 hours of duty per year who did not elect to participate and whose earnings therefore were omitted from the record in the 1956-7 period.
  3. To employees who received earnings after January 1, 1956, terminated during 1956 or 1957, accepted a separation refund, returned to work for the same municipality as a participating employee in an employment relationship on December 31, 1957, and whose earnings relating to the separation refund were omitted.
  4. To employees who worked for more than one school district as the result of a consolidation or merging of districts in the years 1956 and 1957 and were in a participating status with the successor school district on December 31, 1957 and whose earnings in participating positions with the original district were omitted.
  5. To employees who had (continuous) service during 1956 and 1957 in participating positions with more than one municipality and were in an employment relationship with at least one municipality on December 31, 1957 — earnings omitted by any municipality during the 1956-7 period are covered.
  6. To all other employees who were in participating positions on December 31, 1957, but whose earnings were erroneously omitted because of incomplete or inaccurate reporting.
