Revised Elected County Official Tier 2 Plan

The Revised IMRF Elected County Official plan is an alternative benefit plan for elected county officials providing enhanced disability, retirement, and death benefits.

If you first joined ECO on or after January 1, 2011, (without any previous IMRF or Reciprocal System service) you participate in Tier 2 of the Revised ECO program described on this page.

Public Act 97-0273, effective August 8, 2011, closed the ECO plan to new participants. If you currently participate in ECO, you can remain in the ECO plan if you continue in the same office.

If you are elected to a different office after August 8, 2011:

  • In the SAME county, you can continue to participate in ECO.
  • In a DIFFERENT county, you are not eligible for ECO in that new county.

Features of the Revised Elected County Official Tier 2 Plan

If you participate in the Revised ECO Tier 2 plan, a you can read about your benefits in detail in the Revised ECO Tier 2 Benefit Booklet.

  • The ECO plan is an employer option. The county must first adopt the plan in order for you to participate.
  • A county which previously adopted the ECO program may now rescind it.
  • Once you enroll in the ECO plan, you remain in the ECO plan only for that term of office. If you are elected to a subsequent term of office, you must complete a new enrollment form (6.21B) at the beginning of each new term of office.
  • A revised ECO plan member earns Regular or SLEP service credit while receiving ECO disability benefits.
  • You must hold the same elected county position in the same county for a minimum of eight years, but have at least 10 years of any IMRF service credit, to qualify for the ECO Tier 2 retirement formula.
