Below are the bills that have been signed into law during the current General Assembly session.

HB 380

 

Provides that each school board employing an employee who is an elected trustee of the Illinois Municipal Retirement Fund shall make available to the elected trustee at least 20 days of paid leave of absence per year for the purpose of attending meetings.

HB 519

Adds to the list of members eligible to transfer some or all of his or her credits and creditable service accumulated in IMRF to the State Employee’s Retirement System an investigator for the Office of the Attorney General. Provides that the service accumulated in IMRF can also include a person employed by a participating municipality to perform police duties or a law enforcement officer employed on a full-time basis by a forest preserve district.

HB 2557

 

Requires certain pension funds, and any state agency investing funds on behalf of those pension funds, to make reasonable efforts to invest in economic opportunity investments.

HB 3606
(as amended)

Excludes a person appointed to perform police duties for the VIllage of Bartonville from participation in the Article 3 fund and allows any such person to continue to receive IMRF early retirement benefits.

HB 3672

When calculating creditable service, provides that if an employee was in the service of multiple school districts, then the sick leave days from all such employers shall be credited.

HB 5511

Allow the Paris Cooperative High School to participate in IMRF as a participating instrumentality.

SB 364

Proposes multiple pension ethics reform provisions.

SB 1272

Adds the Will County Governmental League to the list of entities permitted to participate in IMRF as a participating instrumentality, but only if the League has a ruling from the United States Internal Revenue Service that it is a governmental entity.

SB 1440

Amends the Illinois pension code to comply with IRS rules about rollovers. Explicitly allows rollovers - provides that each pension fund or retirement system operating under the Illinois Pension Code may, at the request of any person entitled to receive a refund, lump-sum benefit, or other non-periodic distribution from the pension fund or retirement system pay the distribution directly to any entity that: 1) is designated in writing by the person, 2) is qualified under federal law to accept an eligible rollover distribution from a qualified plan, and 3) has agreed to accept the distribution.

SB 1611 (as amended)

Adds the United Counties Council to the list of entities permitted to participate in IMRF, only if the Council has a ruling from the IRS that it is a governmental entity.
